The AT&T speech engines are probably the best, particularly the female voice. They also have better parsers than the Microsoft voices.

Tip: Try the phrases "Why do rebels rebel?" and "They refuse to throw out the refuse." and listen to the same phrases with the ATT and Microsoft voices. The ATT voices are better and parse the text correctly, the Microsoft voices do not parse so well. The Media Player will appear here after you click the button.
